If the batteries are expected to be 85%+ and we are to expect minor scuffs and cosmetic wear and tear - what is the “refurbishment” here? To me it sounds like good old used phones that have undergone normal wear and tear..

Buyer beware. I ordered one of the refurbed original iPhone SEs woot had for sale a few weeks ago and what was sent was an absolute joke....

It was the wrong color (rose gold instead of gold). It came with a 3rd party USB adapter and a 3rd party lightning bolt cable. The screen was shattered in the corner and was only held together by the cheap protective case it was sitting in. The phone had multiple dents from being dropped. AAAand, the packaging had what looked like a pubic hair sitting right at the center of the phone.

The good news is returning was easy and they paid for the return shipping. I was still super bummed.

My current iPhone is at 6s at 87%, and basically performance reduction is on and the battery life is terrible (lockdown happened while I was planning the replacement). So these phones would not be in a good condition.

Excellent. I’m buying two and trading them in to T-Mobile for a $400 iPhone SE. Easy peasy.

You know those "offers" by AT&T/Verizon/T-Mobile to buy your iPhone to make your new iPhone purchase appear to be cheaper?

This is where those phones go.
